Johny, Govinda, and Iqbal Ali are three close friends who live in a small community in Bombay. The threesome get together to help each other and other needy people in the community, and hence get in the bad books of a local gangster who calls himself DK. Tragedy strikes Govinda, when his mom passes away. At the time of the funeral, Govinda is re-united with his dad, Advocate Verma, who has been missing for years. Then a police inspector gets Johny to meet his biological mother, Mary. The three friends rejoice over this good fortune. Then Johny finds out that Advocate Verma was behind the atrocities that were inflicted on his mom years ago, and he goes there to confront Verma, only to come against an enraged Govinda, who cannot believe his father is capable of committing any atrocities against anyone. It is now up to Iqbal to find a solution to end the enmity between Govinda and Johny, before DK takes advantage of this situation.

Inspectors Amar (Dharmendra) and Dayal (Raza Murad) in their attempt to arrest bandit Sher Singh (Amrish Puri),, get injured, Amar survives, but Dayal gets his legs crushed and becomes wheelchair-bound. Later, Amar arrests local politician Jagannath Prasad (Kader Khan), who gets released without being charged while Amar gets reprimanded, and decides to resign. Later, Sher Singh hijacks a bus and holds the passengers as hostages in exchange for 25 of his jailed associates. Dayal's granddaughter, Seema (Mandakini), is amongst them, and Dayal asks Amar for assistance. Amar, along with ex-convict, Qasim Ali (Shatrughan Sinha), and Karan (Karan Kapoor), a drug-dealer, does manage to rescue them but differences crop up among the trio and they part ways. Then Amar finds out that Qasim and Karan have masterminded a plan to facilitate the escape of the 25 convicts, and decides to confront them.

Mahesh Deshmukh has joined the nation's armed forces as that he can honestly and patriotically serve the country. During his college days he has a run-in with fellow-collegian Mohini. A bet between his friends and himself ends up with him falling in love with Mohini, who subsequently realizes that he indeed has fallen in love with her, and she too reciprocates. Mohini's dad is an alcoholic and wishes that Mohini takes up dancing and prostitution so that he can get his daily dose of alchol. Mohini attempts to take refuge with Mahesh, however, cirumstances tangle Mahesh to such an extent that he is arrested, charged, and sentenced to stay away from Bombay city limits. When Mahesh returns, it is no longer the honest, and patriotic Mahesh, but a gangster named Munna, who has many old scores to settle.
