The story is set in the early 21st century with the population decimated by bio terror. Two kinds of humans now exist. One is the Nokusu who were infected with a virus but survived and consequently they carry an antibody. Most are young, healthy and have high intelligence, but they have a high sensitivity to ultraviolet rays and are active mostly during the night. The other group are the Kyurio. They survived by never having the virus. The Nokusu discriminates against the Kyurio. Tetsuhiko Okudera is a Kyurio. He was born in a poor village. He isn't happy with being a Kyurio and wishes he could be a Nokusu. Yui Ikuta is Tetsuhiko’s childhood friend. She tries to revive the poor village.

Set along a backdrop of a fictitious second world war at an international city in Asia. In Japan, Lieutenant Colonel Yuki (Yusuke Iseya) recommends the creation of spy training school "D Kikan". He goes through a harsh training regiment and faces his first mission as a spy. In order to seize American ambassador Graham's confidential documents "Black Note." Kato infiltrates into an international city. A battle to gain possession of the "Black Note" ensues between Kato, a mysterious woman named Rin (Kyoko Fukada), the British Spy Agency, the Soviet Spy Agency and the radical army in Japan.

The movie begins in the year 1995 where there were 5 peculiar murder cases. The murderer would always get someone close to the victim to witness how he would strangle the victim from behind with a rope but he would let the witnesses go and speak to the media on how the murders happened. Ito plays the role of Makimura, the police detective who was in charge of investigating the serial murders but failed to catch the cunning murderer and his respected superior ended up being killed as well. 22 years later in 2017 when the case is nearing its statute of limitations, a man named Sonezaki claims to be the culprit for the 1995 murders and even publishes a book titled "Watashi ga satsujinhan desu" to talk about the cases. Despite the disgust towards Sonezaki's actions, the intensive attention showered on him via the media and SNS makes him become the talk of town.
